Icereach Coven Style is a crafting motif. Armor sets that bear this style can be found in the Icereach group dungeon, which is part of the Harrowstorm DLC. The associated style material is Fryse Willow. Chapters (or rarely the entire book) are a possible drop from Mother Ciannait in Icereach on Normal or Veteran mode.
It became available in the Crown Store for 5,000 
on August 12, 2020 and was removed on December 6, 2021. It returned from April 11 to 15, 2024 with a discounted price of 4,000 for ESO Plus members.
