Detailed Walkthrough[edit]

The "strange meat" eaten by the refugees; their own brethren that fell victim to the plague

Start the quest by talking to Sela in the refugee camp within the crypt after completing A Family Divided. She repeats her wish to find her missing husband, Garil, and you offer to search the crypts for him.

Head outside the refugee camp through the northern door and take the first turn left, then head up the stairs and through the door into Garil's Camp. Inside you will find a boss-level plague husk; all that remains of Garil. Dispatch it and look around the altar at the northern end of the room for his journal. In it you find a message to Sela, telling her that Danus locked Garil up in the room because he found out something that the other refugees do not know: the meat they are eating comes from Dunmer corpses.

Make your way back into the refugee camp and confront Danus about the claim. He brushes aside your accusations, claiming that the refugees are only doing what they must to survive. Hiding in the crypts keeps them safe from the plague but they still must eat something, and Garil's refusal to accept the moral ambiguity would have turned the camp against him, dooming them all. You now have to choose between telling him that you're putting an end to the cannibalism, or that you understand that they had no choice. If you talk to the other refugees at this point, you find that they are in fact aware that they're eating Dunmer flesh, but are chosing cannibalism over starvation.

Sela stayed: Putting an end to the madness[edit]

Head to the cold storage room at the western side of the refugee camp. Inside you will find a room filled with chunks of meat, piles of humanoid bones and one of the refugees butchering a corpse laid out on a table. Set fire to the meat rack on the far wall and she runs off.

Return to Danus, who is appalled by the destruction of their stockpile of meat. Telling him that you gave them the chance to leave this madness behind results in him informing you that while you were gone the refugees killed and ate Sela, commending her for her cinnamon taste. He rewards you with a high levelled amount of gold.

Sela stayed: You had no choice[edit]

Danus commends you for your understanding. He also tells you that if you had agreed with him earlier he might have spared Sela, and asks if you can smell her cinnamon aroma, implying that while you were gone the refugees killed and ate her. He rewards you with a high levelled amount of gold.

Sela left: Putting an end to the madness[edit]

Head to the cold storage room at the western side of the refugee camp. Inside you will find a room filled with chunks of meat, piles of humanoid bones and one of the refugees butchering a corpse laid out on a table. Set fire to the meat rack on the far wall and she runs off.

Return to Danus, who is appalled by the destruction of their stockpile of meat. Tell him to lead his people back outside and he wonders how the refugees will be able to move on and forget what they've done. He agrees that you may be right and that they may have lost their way, but tells you that while any who wish to leave may do so, he can't bear to return to the outside world after what he's done.

Head to the southwestern corner of the refugee camp and take the plank near the dividers to get past the barricade and reach the crypt enterance without wading through the undead occupying the rest of the dungeon. Go outside and find Sela standing on the nearby bridge. Tell her that Garil is dead, and she'll thank you for letting her hold on to hope a little while longer even though she already had the feeling that she had seen Garil for the last time. She will reward you with a high levelled amount of gold.

Sela left: You had no choice[edit]

Danus thanks you for your understanding and tells you to take Sela and go, implying that she is in danger of becoming a meal should she stay. Head to the southwestern corner of the refugee camp and take the plank near the dividers to get past the barricade and reach the crypt entrance without wading through the undead occupying the rest of the dungeon. Go outside and find Sela standing on the nearby bridge. She thanks you for letting her know the truth about her husband's death and rewards you with a high levelled amount of gold.
