Quick Walkthrough

1. Speak to Ereven Baryl about orders.
2. Go to Trooper Ernasi Viran's apartment and speak to her.
3. Wait 1 hour outside of her apartment.
4. Go back into Ernasi's apartment, speak to her in her apartment, asking her about The Riverbend Gang.
5. Head to the Merchant's Coinpurse in the Grand Bazaar, located in the Market Quarter.
6. Enter the Merchant's Coinpurse and speak to Ernasi Viran about The Riverbend Gang again here.
7. Taunt one of the 3 Riverbend Gang youths until they attack you, damage them all equally until Ernasi Viran stops the fight.
8. Speak to Ernasi Viran again.
9. Report back to Ereven Baryl.

Detailed Walkthrough

Speaking to Ereven Baryl again about orders after the last quest, he will ask you to make some arrests now. He will tell you to head over to Trooper Ernasi Viran's apartment in the Waterfront District. Head out the north doors of Heron Hall, turn right and follow the path to the stairwell. Ernasi Viran's apartment is one of these apartments on this "boardwalk" area. From the stairwell, count doors on the ground floor. Her apartment is the counted 4th door, but on the second floor, up a small stairwell to her door. The ground floor door is "Sovor Hlothan's Apartment", just to the right of their door is Ernasi Viran's apartment. Head into her apartment and talk to her.

Upon talking to Ernasi Viran, you'll find out she seems to be fairly drunk. When you tell her the Commander sent you to pick her up, she'll tell you to come back in an hour. Step outside and press T to wait 1 hour, then go back inside. After going back in, talk to her again and ask her about make some arrests'. She'll mention that the Commander is trying to pad out his reports, etc. You can answer It doesn't seem right. or It makes sense. They both lead to the same outcome, moving to arrest the Riverbend Gang.

Ernasi will tell you that the Riverbend gang is just a group of youths who try to scare tourists, typical "local kid" stuff. She says to meet her in the Grand Bazaar, in a shop inside of the lower level of the Bazaar named the Merchant's Purse. Make your way over to the Market Quarter of Narsis: From Ernasi's apartment, hang a left and follow the edge of the river around, staying on the top level. When you get to the large stairwell, head down it and and then immediately turn left and go straight a little bit. The large building to your right is the Grand Bazaar. Head inside and go to the underground floor. You can turn left and head down to the "Underground" portion.

Down here, make your way to the Merchant's Purse. You'll find Ernasi Viran standing near the entrance, looking at the "Riverbend Gang" across the room. Ask her about make some arrests and she'll explain who the Riverbend Gang is, in the room of people. After that, make your way over to one of them and taunt them from the Persuasion menu. It is important you do not kill one of them, or you will be expelled from the Imperial Legion and fail the quest. It's recommended to use some low damage spells or weapons here.

Damage all 3 of them as best you can until Ernasi Viran breaks up the fight, and then they'll stop attacking you. After that, speak to Ernasi Viran and she'll send you back to the Commander at Heron Hall.

Speak to Commander Baryl (Ereven Baryl) and he'll give you your reward for the quest, a Narsis Patroller's Helm.

10		Crime is at an all time high in Narsis. It isn't looking good for the new proconsul, Galvus Pottreid. Ereven Baryl wants me to make some arrests to improve the Legion's standing. He instructed me to speak to Ernasi Viran, a trooper in the Legion, who has an apartment in the Waterfront District.
20		I found Ernasi Viran in her apartment. She seemed to be blind drunk, and asked me to wait for her to get ready and come back in one hour.
25		One hour has passed.
30		Ernasi Viran told me that if we're going to make some arrests, we should find the Riverbend Gang. She told me they're hanging out at the Merchant's Purse, on the underground level of the Grand Bazaar. Ernasi will be waiting for me there.
40		In order to arrest the Riverbend Gang, Ernasi suggested I taunt them to start a brawl.
50		Ernasi told me to head back to Heron Hall and tell Comander Baryl about the arrests we made.
100	Finishes quest	Ereven Baryl was pleased wtih my arrests of the Riverbend Gang. He welcomed me to Narsis with a Narsis Patroller's Helm.
200		I killed one of the Riverbend Gang members.
210		Ernasi told me to report to Commander Baryl immediately.
220	Finishes quest	I was discharged from the Narsis Imperial Legion for killing a civilian.
300	Finishes quest	I was discharged from the Narsis Imperial Legion for killing Ernasi Viran.
