Narsis is the capital and largest city in the Hlaalu holdings.Narsis seats the Second Hlaalu Family, led by Grandmaster Athires Hlaalu, who conduct the administrative and political affairs of the city and House in the Measurehall. Narsis is built on a large mesa, encircled by the southern end of the Thirr River, providing waterfront access for ports and gondoliers. It is a dense, sprawling city, with many of its inhabitants residing in towering apartments and manors. The city is divided into six districts: the Foreign Quarter, Council Quarter, Market Quarter, Old Quarter, St. Veloth Quarter, and Waterfront. Underneath the foundations of Narsis is a large sewer complex, where the city's less scrupulous business is conducted.
Council Quarter[edit]
The Council Quarter, located at the peak of the mesa of Narsis, is the administrative district of the city. The most senior members of House Hlaalu conduct affairs of the House and the city in the Measurehall. The district also houses the towering Manor of the Second Hlaalu Family. The Eight-Bones Temple houses a shrine to Muatra, the legendary spear of Vivec, in its dome. To the northwest, the Narsis Arena conducts public entertainment including sports, duels and other spectacles.
Foreign Quarter[edit]
The southernmost district of Narsis, the Foreign Quarter is where many Imperial guild members and worshippers congregate. The distrcit houses many of the city's guild chapters, including the Fighters Guild and Mages Guild. The Imperial Cult worship from the Chapel of Zenithar. Heron Hall is the garrison of the Imperial Legion, commanded by Ereven Baryl. The district is the seat of several industry tradehouses, with Halls for Bakers and Distillers, Brewers and Fishmongers, and Furnishers and Caravaners. Drink and lodgings can be found at the Gold Dragon Inn and The Last Drop. A small theater, the Redwater Theater, stages performances. Less salubrious forms of recreation are to be found at the Desert Rose Bordello. The Narsis branch of the Briricca Private Bank handles the city's deposit-taking.
Market Quarter[edit]
The Market Quarter, located in the northeast, sits below the cliff foundations of the rest of the city. Grand Bazaar has vendors from all trades and goods, with an underground area featuring more merchants with food and wares and the small Merchant's Purse Cornerclub. The Mesa Exchange, an innovation between the Hlaalu Council Company and Empire, allows investors to trade in company stocks. Traders in the district can find drink or rest at The Purple Lantern or Canyon Air Inn. The smaller Shrine of the Hidden Saints congregates to appeal to wokring and poor worshippers in the city. A Slave Market holds auctions for slaves to provide labor to the businesses of Narsis.
Old Quarter[edit]
The Old Quarter is a small district nestled in between the Council and Foreign Quarters. It contains the manor residences of Narsis' nobility, including the Manor of the First Hlaalu Family.
St. Veloth Quarter[edit]
The northern St. Veloth Quarter houses most of the city's working-class inhabitants. Two large apartment buildings tower over the district: the Brevur Heights and Velothi Towers. It is also the site of several industry guildhalls for Miners and Tanners, Tailors and Dyers, and the Cat Catchers. The district enshrouds the presence of the local Morag Tong guildhall, operated by Myaru Sareleth, and the Camonna Tong, who stake out the Narsis Council Club.
Waterfront[edit]
The Waterfront is the eastern district of Narsis, with the port built into the cliffs of the Thirr River, hosting ships from across the provinces. It is the hub of the city's fishing activity, containing the Shipbuilders and Sailors Hall and the St. Veloth Fishery. Atop the cliffs is The Fortuna, a casino and hotel for patrons interested in wagering on games of chance. Offices of the East Empire Company are also located by the port. The Manor of the Seventh Family of House Hlaalu, led by patriarch Belron Hlaalu is also located in the district. Nestled in between the apartments and warehouses is The Rigged Challenge, a small inn.
Other Locations[edit]
The Narsis Sewers are accessible across various districts of the city, with large subterranean networks sitting under all of the city quarters. The sewers review hidden entries to many structures, including the Second Family Manor, Canyon Keep and Ja-Natta Syndicate Hideout. The No Name Broker and other black market vendors sell niche and illegal goods in the sewers underneath the Grand Bazaar. Beggar hovels, skooma dens, criminal hideouts, and other unscrupulous activities are dotted throughout the labyrinthine structure of the Sewers.

Getting There and Around[edit]
Entry to the city by foot requires the traveller to enter from the northwest on the Purple Road, which exits and re-enters the city from the southeast, or to cross a drawbridge over the Thirr from t he northeast. In the Foreign Quarter, Rylara Karaleth operates a silt strider to Hlerynhul. The shipmaster Darane Sadralo is located in the Waterfront, and can transport travelers to Ald Iuval, Hlerynhul, Othmura, and Sadrathim on her ship Sweet Strider. Mages Guild guide Orille Sochand offers teleportation to the Guild chapter in Othmura. Gondoliers located throughout Narsis also offer transport to the various districts of the city.
