Vilius Ralsus, housed in the Imperial Consulate in the Old Quarter of Narsis

Quick Walkthrough[edit]

1. Speak to Ereven Baryl about Orders. He'll tell you a couple powerful people wish to speak to you, Vilius Ralsus and Fethas Hlaalu.

2. Head over to the Imperial Commission in the Old Quarter of Narsis to speak with Vilius Ralsus, on the third floor, garbed in golden armor. Directions: Straight out of Heron Hall out of the courtyard, up 2 flights of large stairs, turn right. Large building with the Imperial dragon symbol all over the front of it.

3. Vilius Ralsus speaks to you about a political agitator, a woman by the name of Alynu Erylath.

4. Head over to Heron Hall again and speak with Erven Baryl about the political agitator, and he'll point you to the two temples in Narsis.

5. Head over to the Shrine of the Hidden Saints in the northern Market Quarter and speak to Chavana Emalur, the head scribe, about political agitator.

6. Chavana will mention she used to be a pauper, so maybe other paupers in town will know her.

7. Speak to any pauper in town and they will tell you about Alynu Erylath. They'll tell you a bit about her, but that you should check with the Beggar Tong in the sewers under the St. Veloth Quarter.

8. Head to the sewers under the St. Veloth Quarter. The easiest entrance is near the big stairwell in the St. Veloth Quarter, near the Grand Bazaar, in the under-riverwalk. The door is right next to the large stairwell.

9. From that door in the sewers, it's straight down the steps, across the small bridge, turn right (south), at the first corner turn left before the small bridge (east), move forward down the tunnel, and not the first hallway on your left, but the second that opens up into a room. Speak to Inise Llarvu. (Speaking to almost anyone in the sewers and asking them about political agitator points you to her.)

10. Speaking to Inise Llarvu reveals that Alynu has a lover named Bilos Velni. However, the city watch are after him, so he is in hiding, but he's definitely in Narsis somewhere.

11. Head back to Commander Baryl. He will mention (though you won't get a journal update for this) that if Alynu is connected to the underworld in Narsis, you should go speak to Trooper Viran.

12. Head to Viran's apartment, and she'll tell you about her secret weapon, a man who lives in the sewers named Buls Barys in the St. Veloth Quarter sewers.

13. Head back into the St. Velothi Sewers the same way as last time.

14. Head down the steps, across the small bridge, turn right (south), and almost immediately after moving forward several paces, you'll see a passage to a small room. Buls Barys is in that room.

15. Speak to Buls Barys about political agitator again, and he'll mention Bilos Velini, and that he's hiding in the Western Market Quarter sewers.

16. Head to the Western Market Quarter sewers through the Eastern Market quarter sewers - Leave the St. Velothi sewers the way you came in, and hop over the wall, moving straight ahead over the boat and onto the walkway, head south past the western Grand Bazaar entrance. There's an entrance to the East Sewers here, but walk down the small canal to the west, to the end of the canal with the other East Sewer entrance, and enter here.

17. From here, walk straight to the end of the passage in front of you and turn to the left. There is a door to the Western Market Quarter sewers here.

18. Head down the stairs all the way to the passageways of the sewers. Turn right (north), head all the way down to a person standing at the bend of the passage, straight. Go past her a few paces and there's a small room to the right, enter it, straight to the back of the room, turn right and go past the boxes and the tanning rack-thing, turn left, go down that small passageway, and you'll locate Bilos Velni. Make sure to speak to him so your journal updates or else you can't progress!

19. Head back out of the sewers and go straight to Canyon Hold, and speak to Andres Hlaalo about Bilos Velni and [Tell him where to find Bilos Velni].

20. Head to Alynu Erylath at the pagoda on the western edge of the Foreign Quarter, straight west from exiting the courtyard of Heron Hall and up the stairs, and tell her you've found Bilos Velni. She begs you to let him go, to talk to your commander about him.

21. Head to Commander Baryl and ask him about political agitator after that, he'll say he'll dig up a favor that Andres owes him to get him released.

22. Go back to Alynu Erylath at the pagoda, speak to her about Bilos Velni and she says she's leaving with him immediately.

23. Finally, head back to Vilius Ralsus and speak with him about political agitator. He'll offer you a reward of: Imperial Templar Sword OR Imperial Templar Hammer OR Imperial Templar Spear.

24. You won't be able to "complete" this set of orders without also finishing Cleaning Up.

Detailed Walkthrough[edit]

Asking Ereven Baryl for new Orders, he states that two powerful people are looking to speak to you: Vilius Ralsus, and Fethas Hlaalu. Vilius Ralsus is the Legion's attache to the Consulate, located in the Imperial Consulate in the Old Quarter of Narsis. Disregard Fethas Hlaalu, the Duke of Narsis, for now. Head straight out of Heron Hall, out of the courtyard, up 2 flights of large stairwells, hang a right and you should see a building with a couple Imperial banners on a building. That's the Consulate. Go inside and up to the third floor, and speak to Vilius Ralsus.

Vilius Ralsus has a job for you, to silence a political agitator known as Alynu Erylath, and she claims to be a preacher of the Dunmer religion, but she just preaches dissent on the streets. Because of the Empire's "free speech" laws, they can't just arrest her. He wants you to make her go away. He mentions talking to your "colleagues" in the Legion specifically for guidance here.

Go speak with Commander Baryl again in Heron Hall for guidance here. He'll mention that since she's "supposed" to be preaching the Dunmer religion, to check with the temples in Narsis, namely the Eight-Bones Temple in the Council Quarter, and the Shrine of the Hidden Saints in the Market Quarter.

The Eight-Bones Temple has no leads for you, but the Shrine of the Hidden Saints will. Speaking with anyone in the main room about political agitator will have them tell you that Alynu is not a part of the temple, and to talk to their head scribe about her, Chavana Emalur.

Speaking to Chavana about political agitator will have her tell you that she used to be a pauper in town, so maybe other paupers will know of something that can be used against her.

Wandering around town and speaking to any pauper about political agitator will have them tell you a small bit about her, but that you should check in the Beggar Tong in the sewers under the St. Veloth quarter. She'll stop her agitations if we convince the Hlaalu to release her paramour? I'm sure that can be arranged. I can dig up a favoer that the Deputy Captain owes me. Go and tell Alynu Erylath the happy news.

Head straight to Alynu at the pagoda yet again, and speak with her about Bilos Velni. She says she and him are leaving Narsis immediately.

Finally, head back to Vilius Ralsus in the Imperial Comission, and talk to him about political agitator. He will be very pleased with you for taking care of the situation, so much so that he will offer you one Imperial Templar weapon: Imperial Templar Sword OR Imperial Templar Hammer OR Imperial Templar Spear.

However, in order to finish this Order from Commander Baryl, you'll have to finish Cleaning Up first.

20Vilius Ralsus ordered me to take care of a political agitator called Alynu Erylath. She preaches from the great gazebo in the Foreign Quarter of Narsis. Due to the Empire's tolerance of free speech, she can't simply be arrested. He suggested that I should speak to my colleagues in the Legion to find a way to deal with her.
30Commander Baryl suggested that somebody at one of Narsis' two temples might be able to rein Alynu Erylath in. The Eight-Bones Temple is in the Council Quarter, while the Shrine of the Hidden Saints is in the Market Quarter.
40Chavana Emalur, of the Shrine of the Hidden Saints in Narsis, told me that Alynu Erylath was once a street-dwelling pauper. She told me to seek out other beggars who might be able to tell me more about her.
45%Name, a beggar in Narsis, told me to seek out Inise Llarvu of the Beggar Tong in the St. Veloth sewers if I want to learn more about Alynu Erylath's time as a pauper.
50Inise Llarvu told me that Alynu Erylath had a lover in Narsis called Bilos Velni. She doesn't know where to find him, as he's in hiding from House Hlaalu's city guard, but she doesn't think he's left the city.
60Ernasi Viran told me that she has a contact in the Narsis underworld who might know something about Alynu Erylath. His name is Buls Barys and he can usually be found in the sewers underneath the Velothi Tower basement.
70Buls Barys told me that Alynu Erylath has a lover in the Narsis underworld called Bilos Velni. Bilos is currently in hiding from the Canyon Watch. Buls thinks that if the Watch was to find Bilos, the Legion could negotiate his freedom in exchange for Alynu stopping her preaching. He told me that Bilos has gone to ground in the western Market Quarter sewers.
75I was informed that Andres Hlaalo at Canyon Keep was looking for information on Bilos Velni's whereabouts.
80I found Bilos Velni.
