Observe the War Council
The Dark Elves and Argonians are finally willing to work with Prince Irnskar and meet in a council of war. Now the Prince wants me to convince the Eastmarch thanes to attend the war council as well.

Detailed Walkthrough[edit]

Find Thane Harvald

The Argonians and the Dunmer are ready to work with Prince Irnskar, who proposes a council of war. He suggests you speak with Thane Harvald about the war council first. Thane Harvald can be found by the gates near the Mages Guild, facing two soldiers. Talk to him. He's apprehensive, and won't attend unless King Jorunn is feeling well. Head up the hill into the healer's tent, where King Jorunn is laying on a stretcher. He assures you that he's recovering, and tells you to inform Harvald that he's still running the kingdom.

This should keep the wolves away...

Harvald seems more at ease when you deliver the news, and suggests you find Thane Oda Wolf-Sister. Her housecarl Jaema should be around here somewhere. Head over to the gate by the wayshrine. Jaema is up the stairs, overlooking the wilderness. She informs you that Thane Oda went out to convene with her wolf bretheren, and advises you not to kill any wolves if you intend to speak with her. She tells you that eating Canis Cup Mushrooms can mask your scent, making them unwilling to attack you. Eating canis cap proves her right as it applies the "Canis Cap Scent" effect, which soothes the savage beasts. Thane Oda is a ways out in the large field where there are many wolves, fallen logs, and canis cap mushrooms. If you harm any wolves, Thane Oda will be cross with you.

Collect mead for Thane Jeggi

Convince her to go to the war council and find Thane Jeggi. He's near the inn, and wants you to grab six bottles of mead for the council to liven things up. You can find bottles all around the camp. Once you've collected all six bottles and delivered them to Thane Jeggi, head back up the hill and attend the council by the healer's tent. When the council concludes, speak with King Jorunn, who thanks you for your efforts.

The only way to get Thane Harvald to work with Prince Irnskar is to get King Jorunn involved. He wants me to deliver a dispatch to the Skald-King, who's still resting at the healers' tent.
Objective: Give Harvald's Dispatch to the Skald-King
King Jorunn seemed tired, but he asked me to reassure Harvald and let the thane know that Jorunn's still running the kingdom.

I should talk to Thane Oda Wolf-Sister's housecarl, Jaema. She can tell me where to find Thane Oda and how to best approach her about joining the council. Jaema was last seen at the camp's front gate.

Thane Oda is somewhere in the forest with her beloved wolves. Her housecarl suggested that I eat a canis cap mushroom to mask my scent from the wolves. They grown on logs outside the fort. Or I could fight the wolves, but killing them might upset Oda.

I didn't have to kill any wolves, so that should please Thane Oda. She has a strong attachment to the wolves. Now I should find her and speak to her about the war council.

Thane Jeggi Gap-Tooth is the last thane I need to speak to before the war council commences. I should find him at the camp.
Objective: Talk to Thane Jeggi
Thane Jeggi will only attend the war council if I get him some mead.

I collected a few bottles of Voljar's mead. I should deliver it to Thane Jeggi.
