Daggerfall Mod:FACTION.TXT/Ruler

The Ruler field found in the Daggerfall Faction Database implies the title of the region's ruler. This title is referenced via the %rt text variable of a Quest Text Record. Since each value implies a gender, it is imperative editors synchronize the Faction element with an appropriate Flat element.
