It purges the server cache, forcing the server to update a page. This comes in handy when you upload a newer version of an image, but the page that displays the image is still using the older one. It's also good when working with DPL or whatever Dynamic List extension UESP uses.--Riddle 20:19, 30 November 2010 (UTC)
Actually we don't use any kind of DPL - we just rely on categories. I've sometimes thought it would be worth using one, but apart from things like birthdays we just don't need it. rpeh •TCE 20:22, 30 November 2010 (UTC)

See previous section, plus I just used it on a couple more pages. It's never going to be a hugely-used template, but it seemed like a worthwhile addition since I knew we did this in several places. rpeh •TCE 20:29, 30 November 2010 (UTC)
I'm not sure what you had in mind for birthdays, but if you're thinking what I think you're thinking, you could probably just use catpagetemplate in much the same way I did on Category:Proposed Deletion (though maybe just year/month...I don't think we need a category for every last birthday).
