Maalna Balur is a Dark Elf agent and Retainer of House Redoran who can be found in the Redoran Affairs office in the western side of the Curia in Ebon Tower in Old Ebonheart. She is trying to make a case to the Minister, Hjortyn Silver-Tongue, for House Redoran to keep control of Uld Vraech over the Nords, though Hjortyn is committed to being neutral on the conflict.
She wears an extravagant shirt, a pair of expensive pants, and a pair of expensive shoes. She wields an iron longsword.
Aside from her natural resistance to fire and the sanctuary provided by her ancestors, she knows no spells.

She professes to be neutral in the debate over Uld Vraech, and she makes nice acknowledgements about our historical right to the land, but she is still a Nord and obviously favors her own people."
- Nord:
- "Barbarians and cowardly reavers, all of them. They don't recognize the authority of Great House Redoran and are constantly stirring up trouble in our lands."
- Uld Vraech:
- "Ah, that old bone of contention. No doubt you have spoken with Svarti of this? Uld Vraech is the domain of House Redoran and nothing will ever change that. The Nords should be glad that our full attention is on Vvardenfell and the war against Dagoth Ur. Otherwise we might answer their provocations with the violence they deserve -- and drive the Nords out of Morrowind once and for all."
