I don't think that's true; I don't have the quest, and he just spawned when I got near (actually appeared suddenly in front of me). Note that I've finished the civil war quests on the Stormcloak side, however, so that might be another condition. 124.170.21.199 23:38, 8 April 2013 (GMT)

You're correct. Thanks for the spot! I looked in the Construction Kit and confirmed in game that he and the soldier will appear whenever you approach the area. It's entirely unrelated to the quest. Robin Hood  (talk) 01:43, 9 April 2013 (GMT)
This situation is a big mystery for me. I made six playtroughs and in none of them Agent Lorcalin was spawned, even I always had the right conditions (by the wiki). If I use console commands, I can teleport my character to his starting position, but he (and the soldier as well) never physically appears. The ended civil war quest may be the right condition, but I'm still not confident. Or just maybe my game contains some broken data? Too be honest, I've only ever seen him once for the times I have done this quest, and I usually complete the Civil War before even speaking to Elisif. A bit odd, maybe you're onto something. --AKB Talk Cont Mail 14:19, 12 October 2013 (GMT)
I may have misspoke or misunderstood last time I looked into this, but you have to approach the shrine itself, and then Lorcalin and a leveled Thalmor Soldier should appear behind you near the rocks. Not sure why the OP had one spawn suddenly in front of him. Could have been a minor glitch or maybe he just happened to be running straight towards the spawn point somehow. Thanks for the tips! I think mentioning the Civil War quest(probably the very last stage of the quest=completed quest) is valuable point. I tried dig up some informations on the internet, but I had very little success in finding something useful, until now. I started my seventh playtrough and I'm trying to avoid that place before I will talk with Elisif, because I may trigger the section without knowing it and the game will deactivate these two characters after I get too far from them - no wonder I can't find them anymore.
