Hokurek is a Nord soldier of the Ebonheart Pact found in Fort Amol. He is standing watch on the bridges leading into Fort Amol from the east and west while telling off Furu Marys, Dethis, Firon and Golden-Heart.

As you approach the bridge, the guard will be turning away Furu's group due to limited lodging accomodations:

Furu Marys: "Why do you hate us, Nord? Your own King declared us allies, but still you turn us away."
Hokurek: "Don't put words in my mouth, Dark Elf. I said you could enter Fort Amol. But the inn is full, so you can't stay. Official business of the kingdom takes precedence, after all."
Furu Marys: "This is ridiculous! And we've come such a long way. We'll find somewhere else to rest. Somewhere not filled with such … such hate!"

Speak with Hokurek who will say the town is crowded due to an important Pact leadership meeting. If you wish to find further information, you will need to speak to Commander Yjarnn:

"Listen, if you're part of this group, I already explained this a dozen times. Feel free to enter Fort Amol, but the inn is full. There's no more room.
And the Jarl's keep is off limits, too, of course."
Why are there so many people in Fort Amol?
"King Jorunn and the Ebonheart Pact leaders are meeting here. Between the Nords, the Argonians, and the Dark Elf contingent, they've filled up the inn. They even had to set up tents on the far side of town."
They must be meeting about something important.
"That's not for me to say. I don't even want to guess.
Commander Yjarnn might have an idea, but you'd have to get it out of him. Whatever the King's business is though, it must be urgent to call the various leaders of the Pact together so suddenly."

Speaking to him again:

"You can find Commander Yjarnn on the bridge in the middle of town.
Good luck getting any information out of him, though. He won't tell his own troops anything, I doubt he'll tell a stranger."
