Three Daedric Cultists can be found at one of the Scenic Viewpoint locations during the quest The Island Tour, available only during the Heroes of High Isle event.

The location in question is in the jungle east of Amenos Station, just south of the skyshard. When you approach, you may find the three cultists standing around a summoning circle performing a ritual. A Daedroth will then emerge from a portal, killing one of the cultists with a blast of fire and causing the other two to flee. You can then survey the area in peace. Alternatively, you may encounter Clendonir at this location instead.
