Cirtor is a Wood Elf member of the Falinesti Faithful found at their camp in the Winter Site. He acts as the unofficial leader of the group at the site.

Before the quest:

"Many pray for the return of the Walking City. I seek to honor Falinesti's memory."

After investigating the Welkynd stones with Brelor, he'll suggest you talk with Cirtor at the faithful's camp.

"You travel with Brelor? He has proven himself a friend to the Falinesti Faithful.
There are questions written upon your faces. What is it you seek?"

I'm looking for Rajhin's Mantle.

"As was General Endare. When our digging revealed existing tunnels, she pulled us back to our camp before taking her soldiers to the dig site below.
Then the frost trolls emerged from the caves. They slaughtered most soldiers left behind."

Do you know where General Endare went?

"We were already at our camp. I know she led soldiers into one of the caves, but not which one.
Take care, should you seek her out. You'll need to descend into the dig site."

If you saved a Jade Dragoon from a Frost troll beforehand, he will let you know which cave Endare was seen in:

"It seems you diverted a frost troll from one of her soldiers. Upon reaching safety, the knowledge you seek was passed to me.
She was last seen in the northernmost cave of the dig site."

Before you seek out Endare, you ask what happened at the site:

Did General Endare enslave the Falinesti Faithful?

"She pressed us into service in the search for Rajhin's Mantle. Initially, their treatment was harsh.
But I spoke with her directly and proposed she take a lighter approach. In return, I would convince the Falinesti Faithful to assist her efforts."

Did she agree to that?

"Yes, she saw the wisdom in my words. A reasonable request earned a reasonable response.
A true shame the rest of Tamriel doesn't work like that."

If you need to go to the dig site to check the three caves:

"Good luck in locating General Endare. I'm sorry I couldn't be of more help."

Speaking to him again if you saved a Jade Dragoon beforehand:

"There may be fewer trolls if you stay out of the dig site. There is a natural path down at the northwestern lip that should take you down near the cave entrance."

After defeating the general, he'll tell you:

"Without General Endare, the soldiers have released us from service. We may continue our pilgrimage."
