Enter the city and you'll hear a commotion:

Mulzah: "You can't lock us out of our inn! That's … tyrannical!"

Captain Nulra: "You should have thought about that before you helped the enemies of our king. Now get out of my way before I toss you in a cell, too."

The captain will walk off without another word.

Mulzah will let you know that she's been kick-out of her own inn. You ask if you could speak to Nulra and she'll indicate where she meets. Go there and you'll find her in the presence of Vosh Rakh cultists, conspiring with them:

Captain Nulra: "We have the traitors. Now we need to eliminate the remaining loose ends at the inn."
