Consul Im-Kilaya was an Argonian mage,[1] a prominent member of the Twin Lamps,[2][3][4] and a representative of the Argonian Mission in Castle Ebonheart.[1][5] He was committed to providing aid to the escaped Argonian slaves and ensuring their freedom.[1]

Little is known of Im-Kilaya's past. In 3E 427, he served as a Consul and represented the province of Black Marsh in the diplomatic mission to Morrowind, stationed in the city of Ebonheart. As a dedicated member of the Twin Lamps, he exerted great effort in attempting to repatriate escaped slaves to their original province of Argonia.[1][6][7] Im-Kilaya's faction was not solely focused on helping Argonians. They also aided slaves of various other races in their efforts to gain freedom.[1][8][9]

At that time, the Imperial Cult was soliciting donations for alms to aid the impoverished population in Ebonheart. The Argonian Mission, of which he was a consul, was among the organizations approached by the Imperial Cult for donations, despite his vocal disappointment that they did not denounce the practice of slavery in Morrowind. It is unclear whether Im-Kilaya believed that the fact that the Imperial Cult did not condemn slavery in Morrowind was not reason enough to withhold aid from the needy. He may have viewed it as an ideal chance to showcase the Argonians' dedication to civilization and humanity, and challenge the Dunmer's portrayal of Argonians. It is unknown whether he ultimately donated on behalf of the province of Argonia to assist the poor or not.[1][2][10]
