The Bailiffs Guild was an Imperial organization that existed during the reign of the Second Empire. It served as a Tamriel-wide guild for bailiffs, sworn officers of the law.[1] In its time, the guild was feared by professional thieves.[2]

In 2E 321, the Akaviri Potentate Versidue-Shaie gave his approval for the Guild Act, which sanctioned businesses such as the Bailiffs Guild to operate with Imperial authority.[3][4]

When the Second Empire's authority collapsed during the Interregnum, the Bailiffs Guild effectively collapsed. One member, Chief Inspector Rhanbiq, argued passionately against the disbandment of the guild's Taneth branch. Having previously been part of the guild's much weaker Sentinel branch, Rhanbiq possessed an idealistic view of the Taneth branch's capability and expertise in comparison. He maintained the guild's former structure by forming the Iron Wheel, a for-hire organization of bailiffs headquartered in Taneth.[1] The Iron Wheel was still in existence circa 2E 582, when it became embroiled in a conflict with the burgeoning Thieves Guild in the city of Abah's Landing to the south of Taneth.[5]
