Tulsi Retharyn, an Indoril agent operating in Hlaalu lands

Tulsi Retharyn is a Dunmer Scout and a secret agent sent by the Indoril of Roa Dyr to monitor Hlaalu activities on this side of the river. She rents the basement cave in the house of the Bosmer, Merengor, who is under the impression that she is just a humble skooma smuggler.

If a player encounters her outside of the events of A Warmonger's Counsel, she will bribe them 75 gold to leave and never speak of her. She can also provide training in Athletics, Block and Long Blade.

"I'll tell you what I've learned so far. The drunken Hlaalu hirelings that serjo Addamarys Saldro fought with in Almas Thirr were men who served under none other than Dels Ravyn, the foreman of the Oran Plantation. The young serjo volunteered to come here, so he could settle their blood feud honorably.
