Cell Reset Line

There's a cell reset line somewhere between the camp and Harmugstahl (or Karthwasten), I suspect it's in the river. If you travel from the camp across the river to Harmugstahl, then proceed up the road a bit to the bend with the fork (a spawn point), a new encounter will occur at that fork, even if you've come from that direction. Similarly, if you defeat what's there and return to the Stormcloak camp the Quartermaster's inventory will have refreshed. I've tested this a few times (XBox 360).
