Cultist Encounter Random

The Boethiah Cultist encounter seems to be random, as I encountered mine as I exited the Great Lift at Mzinchaleft. MethodicMockingbird 05:47, 21 December 2011 (UTC)

Is it always random? Because one spawned for me, and immediately attacked the guy at the Peryite Shrine. Which seems a little too un-random. 74.134.243.62 13:21, 17 February 2013 (GMT)

Of course it's random, here we have three different locations mentioned by users, yet you ask if it isn't random. It's a world interaction, and there are over 100 possible locations. Silence is Golden^{Break the Silence} 14:32, 17 February 2013 (GMT)

I think it appears right after you reach lvl30. When I got to lvl 30 the cultist came for me when I first exit to the wild, like under 10 seconds. I reload and fast travel to cracked Tusk keep beside Falkreath, the cultist appeared when I’m fighting the keeps bandits, in under a minute. Maybe it’s not random but level dependent?
