These lines are among the lines of Tobias's dialogues, but they are a repetition of dialogues lines from the "Izara" theme for Dreekius. Given that Dreekius has alternative phrases repeating the theme of "Isara" (I noted them in the discussion of this character's page), I have a speculation that Tobias must have had, or has the ability to trigger, a similar but slightly different dialog with Dreekius on the topic of Isara, but I cannot confirm this for sure:

4223 WHAT CAN YOU TELL ME ABOUT ISZARA?

4224 OF COURSE...?

4225 SHE DISAPPEARED THREE MONTHS AGO.

4226 WHAT THEN?

As you can see, they fill in the blanks between those alternative lines from the Dreekius page discussion to repeat the theme of the dialog, but with slightly altered phrases. I would recommend checking them in some way, maybe it possibly bypassing the mod manager, not sure, but to see if there are any special conditions required or if they are completely unusable
