Rue Vaneria is an Imperial scout found in southwestern Brennan Bluffs, north of a bridge on a road connecting Thresvy to Sutch. When approaching her about her bounty you will have the option to either fight her to take her into custody or allow her to escape to Hammerfell. If allowed to escape she will offer you her Amulet of Shield as a token of her thanks.
