I'm not sure the best way to do this, but if you don't complete "A Faded Flower" before recruiting her help in Prison Break, the changes are:

Only response available: "I'll owe you a favor."

Velsa:

"You've already proven you're tolerably competent.

All right, I'll do it. But you owe me a big favor, and I will call it in."

Only response available: "Agreed. Now, about No Shira Citadel ...."
