Cut Character?

I've been attempting to use my playthrough of the Alik'r Desert zone to catalogue new NPC images for the wiki, since certain areas had very poor image coverage. This article has always stood out to me, because 'Bob' isn't a particularly lore friendly name, and the complete lack of detail on the page. I then could not find this character anywhere in the vicinity of Sep's Spine. Given the article's data seems to have been picked up by a bot, is there a possibility that this is a placeholder or dummied out NPC that isn't currently in the game world?
