Lore Books

I know finding chests can be hit or miss as you never know who has just been through and emptied them. However I thought lore books were at a fixed location? In these ruins there is a lore book marked on the map, but I found one in the first big room, at the bottom of the stairs on an altar against the right-hand wall and not at the location marked.
