Sashee is an Argonian soldier who can be found in Lilmoth. She is part of the Pact's recruitment effort in Murkmire and grew up in Morrowind, so the locals see her as a outsider.

Otherwise:

"If you're here for information on the Ebonheart Pact's war effort, speak to Recruiter Andrilo. She's recruiting new members at their kiosk just to the south of the docks.

How goes recruitment?

"Not very well, if you ask me. Here in Murkmire, the war efforts are nothing more than stories told by sailors. Why risk your hide for something that you can't even see?
