You can meet her near the plantation. When you approach her, she will be speaking to her subordinate: "Do you see how the fire spread, soldier? Does that look natural?"

Speak to her and she will question you immediately:

"Do you work here? Are you a field hand?"
No, I don't work here.
"You're from the shipwreck, then? Watch your step, a fire hit this plantation and set the skeevers on edge.
Shame about Azbi-ra. Seems her father burned himself in the fire."
Who is Azbi-ra?
"Azbi-ra runs the plantation with her father. She didn't have much to tell me.
Maybe she'll be forthcoming with someone who isn't a Thalmor inspector. If this was arson, I'll need to know."
I'll talk to Azbi-ra.
"I should get back to my investigation. If you find anything, I'll be around."

However, if you started the quest by talking with Azbi-ra first, you have the option of speaking with the Thalmor officer as you head to the burnt storehouses.

"I haven't seen you around the island before. In the name of the Thalmor, what's your business here?"
I didn't plan to come to this island.
"Ah, the shipwreck? Worst hurricane I've seen in decades.
If you're headed through this plantation, watch your step. Last night some buildings caught fire. Usually the skeevers keep to themselves, but they're acting up something fierce."
I'll be careful.
"I should get back to our inspection. If you see anything suspicious, it's your duty to let us know. Fires don't start themselves."

Both alternatives will converge, whereupon you can ask Lorin some additional questions.

Is the Dominion in charge of Khenarthi's Roost?
"Not yet. As an act of goodwill, the Thalmor Inner Council sent us to aid Headwoman Harrani in ending this island's smuggler problem.
And if this was arson, I'll bring the culprit to justice."
Who are the Thalmor?
"Dominion government. I'm an officer, charged with keeping the peace. They sent us to Khenarthi's Roost weeks ago.
Inspector Tarma commands us. He's at Laughing Moons Plantation, toward the center of the island."
The fire injured one of the plantation's farmers. (If you started the quest by talking with Azbi-ra first).
"Saw him on the way in. We gave his daughter some medical supplies, but he looks bad."

If Officer Lorin previously asked you to question Azbi-ra, you can tell her what she ask you to find.

"So, any luck? Did Azbi-ra mention anything about the fire you didn't hear from me?"
She asked me to search the wreckage for alchemical tools.
"Strange. Why would farmers need alchemical tools?"
Azbi-ra said it was to improve their crops.
"I won't stand in your way. If you see anything out of place, let me know."

After you have encountered Zaban-ma and recovered the hidden skooma, you will return to the main house only to find Yanalir has died. Officer Lorin will also be there and she will be suspicious of everyone involved—including you.

Officer Lorin: "You there, come here."

If you have never spoken to her before she will say:

"I saw you scurrying around this plantation. I know you're running skooma.
Tell me who you work for, or you'll end up in a cell!"

Otherwise, she will mention that no one saw you before the shipwreck.

"I asked around. Nobody from the shipwreck remembers seeing you before Eagle's Strand.
No more lies! You're running skooma, aren't you?"
I work for myself, and I'm not running skooma.
"That farmer shook himself to death. You think I don't recognize a skooma overdose when I see one? That I don't know why skeevers are frothing at the mouth?
I should arrest the lot of you."
Decide the fate of the family
Wait. I found this skooma on the beach.
"That's a lot of skooma. I had my doubts, but I'm glad you came to your senses.
Now, what should I do with you? What else are you hiding?"
A Crosstree bandit tried to take the skooma.
"Explains why Crosstree Bandits popped up all around the island. If they're running more and more skooma, they'll approach farmers to brew it directly. That kind of short-sighted greed is what leads to situations like this."
I found this on the beach. I did nothing wrong.
"I'm not sure I believe you.
You're lucky Inspector Tarma is busy with Laughing Moons Plantation. He doesn't have a lenient bone in his body."
So what happens to me now?
"That sack of skooma bought your freedom, and a reward for your cooperation.
Now, stand aside. I've got business with these Khajiit."
(Completes Quest)
[Lie] I don't know what you're talking about.
"Last chance. If someone doesn't tell me where the skooma is, you'll all face the consequences."
Wait. I found this skooma on the beach.
(Repeats Above Reply)
These Khajiit lost their father. Why are you harassing them?
"Yes, well … it's my job to ask questions. Perhaps moon-sugar fumes can cause the skooma shakes. Maybe I see skooma where it isn't, sometimes.
I'll leave them to their grief."
Let me speak with the family. I'll prove I'm not involved.
"Buying time to get your stories straight?
Go ahead, I'll be right over here. One warning - my ears are as sharp as my dagger. I'll prove it to you if you even try to whisper."

You can talk to the siblings at this point, then try to convince her of your innocence.

"All right, you've had enough time. Where's the skooma?"
Wait. I found this skooma on the beach.
[Lie] I don't know what you're talking about.
Let me speak with the family. I'll prove I'm not involved.

If you handed over the skooma to Officer Lorin you can witness her judgement of the siblings.

Officer Lorin: "Get up, scum. This is what you get for brewing skooma. It's a long walk to Mistral. Don't try anything stupid."
Zaban-ma: "This one understands."
Officer Lorin: "Soldier, keep watch. Head to Mistral in the morning."

However, if you decided to keep the skooma away from Officer Lorin:

Officer Lorin: "Soldier, look after these people. Once they're settled, report back to Mistral.

Officer Lorin will then walk away.
