When you enter the Ancient Anchor, Rigurt will stir the ire of the innkeeper.

Marisette Lemaitre: "Not you again! You haven't paid your bill. Or did you forget that too?"
Rigurt the Brash: "See? I was here and she remembers me! I must have committed great diplomacy last night. Ask here about the scepter, friend."

Speaking to her about the scepter:

"I'm sorry about that little scene. Some people are unbelievable.
Welcome to the Ancient Anchor. What can I do for you?"
We're looking for a missing scepter.
"Oh, you're with this…Nord?
I'm not all that worried about what he left here. I'm worried about what he took—a night's worth of food, drink, and entertainment, all without paying! He and his friends skipped out on their bill."
What happened?
"Like I said, they ate and drank all night in a private room. When I noticed it was too quiet, I looked in and they were all gone.
Someone's got to settle up. Your friend left his scepter? It'll do as collateral until I get paid."

Speaking to her again before telling Rigurt:

"Your friend seems to have a hard time understanding this, so maybe you can explain it to him using shorter words. Tell him that I'll give him back his scepter or whatever when he pays his tab.
All of it!"

Before you set out to find the delegates, you can speak to her again:

"It's simple. Get your Nord friend to settle the tab from last night, and I'll give him back his scepter of office or whatever."

Once you're back at the inn, Rigurt and his fellow diplomats will be settling their tab with Marisette:

Marisette Lemaitre: "Right, that's settled. I hope you all have learned your lesson. Don't pay the bill to shady characters in the back room."
Rigurt the Brash: "We are in agreement! I hope this means I can have my scepter back."

Speaking to Marisette to get back the scepter:

"I admit it, I didn't expect to see you again. But your three friends finally came back to pay their bill. They even added a little extra for all the trouble."
Can Rigurt have his scepter of office back, then?
"Unlike some people in this room, I remember to pay back my debts when they're due. These three ninnies came back and paid what they owed, so here's the scepter.
You should tell your friends to use more common sense in the future."
I'm still not sure what happened here.
"Your friend Rigurt happened. First he bought the High Elf rotmeth, thinking it was a taste of home for her. After that he tried to get a sugary dessert for the Orc and mistook a skooma dealer in the back room for one of my staff."
And then what?
"The skooma dealer gave Rigurt something for his friend the Orc, all right. Rigurt decided that settled the bill. He came back and told the others he'd taken care of it. They were both far too drunk to sort it out.
Ninnies, all of them."

Speaking to her again before turning in the quest to Rigurt:

"I think your friend Rigurt wants to talk to you. Remind him to make sure he pays for his expensive dinner and endless rounds of drinks next time.
Normally I don't have to mention that part."

If you exit out of the conversation with Rigurt and haven't turned in the quest, you can speak to Marisette:

"You'd better give that scepter back to your friend Rigurt. Maybe tie it to him this time so that he doesn't lose it again.
I'd rather not deal with this a second time."

Speaking to her after the quest:

"Thanks for helping your friend Rigurt straighten things out. If it weren't for you, I don't think I ever would have been paid."
