Commander Morteth is a Maormer who is leading the Storm Shark forces at Wasten Coraldale. They are invading the island and are setting up defenses in order to ambush the Dominion's navy when it comes to drive them out of the island. When you and Curtaros are using a ballista to attack the Maormer ship, he will be the last soldier to come and attack you.
