You would have been tasked with giving a shirt to Shining-Eyes in the Market District. His mother, Cracked-Scales, was concerned that he might be cold.

"Then hope may yet trickle down the riverbed.
My son, Shining-Eyes, is a member of the Fighters Guild. He is out there even now working to destroy those anchors and save the city. I worry though—he was not adequately prepared for this cold."

"Indeed. He was born on the sunny shores of Archon and his blood runs warm, but I fear his scales may freeze in this climate.
Shining-Eyes hates it when I ask favors, but I must—would you take him this leather shirt in the Market District?"

All you had to do was find Shining-Eyes at the Fighters Guild's base in the Market District.

"By the Egg, tell me she didn't …. I recognize that shirt you're carrying. My mother sent you, didn't she?
If my scales were not frozen, they would be purple with embarrassment."

"And she was right … again. I'm beginning to realize that she usually is.
When I was a hatchling, I thought her membranes were dry, but as I get older, it seems like she's getting smarter. Funny how that works, isn't it?"
