Captain Belenus is an Imperial explorer found on the road in Western Skyrim. He's interested in exploring Blackreach.

"Ah, hello, fellow traveler! Do you have a moment to speak? I was hoping to trouble you for some directions.
Have you ever been to Blackreach? Some say it's just a legend, but I believe it to be a real place, one ripe for the taking!"

[Lie] I don't know anything about Blackreach.

"No, no of course you wouldn't. I can't expect a random passerby to coincidentally have the answers I seek. I apologize for putting you on the spot, traveler!
But Blackreach is out there. It exists. Do not believe those who claim it is just a legend!"

I've been to Blackreach. Look for a massive Dwarven lift and head down.

"Oh! The luck of Julianos is with me! How fortuitous that we should meet on this road, on this day!
So I seek a Dwarven lift! One of the texts I read actually suggested that. Wonderful! I'll start preparing for my greatest adventure at once!"
