Brown-Tooth is an Argonian who can be found south of the Mage's and Fighter's guild in Belkarth. She lost her fortune betting at the Dragonstar Arena. When you approach her, she tells a rumor of an Imperial who appeared naked in Craglorn. Please note that if you've started the Celestials quest, she'll be kneeling by a stone wall next to the Belkarth Wayshrine.
