Dead Scamps

I remember seeing an already-dead scamp on a broken bridge inside one of the random Oblivion worlds, near the entrance. I've seen it well after level 30, and it had Scamp Skin on it every time, making it the only source of this ingredient (other than alchemy vendors and in loot) after level 21.
