Why you assume that "Bethesda made a mistake"? Isn't it possible that they purposely did it like that cause the lower level character completed the quest in a more challenging way? 80.240.22.36 00:11, 30 January 2010 (UTC)

Actually, no, it's not possible, since a lower-level player would not be completing the quest "in a more challenging way" due to Oblivion's leveling system. --GK^talk2me 06:18, 30 January 2010 (UTC)
