Yes. That is what it says in the detailed walk-through: "Baladas will give you enough information to report back to Trebonius to finish the quest." You will need all three books to talk to Baladas. You do not need the Hanging Gardens to talk to Yagrum. --Brf 13:10, 28 April 2011 (UTC)

Doesn't that only count if you are in House Telvanni? And even then, if you kill him before that part in the MQ, but after his necessary parts in the Telvanni quest line, it acts like he was never a councilor? I'd like to hear an answer, considering I just killed him for Rescue Ragash gra-Shuzgub (and for his sweet free house) and have no interest in joining House Telvanni on this character. 66.176.53.36 08:21, 29 December 2012 (GMT)
