Was Nerevar really a god?

1 province for each god

Has anyone ever noticed that there are nine provinces (Cyrodiil,Skyrim,High Rock, Elsweyr, Black Marsh, Hammer Fall, Valenwood, Summerset Isles, and Morrowind) and there are nine gods. Does this mean that every province is represented by a god? 68.231.197.3 23:10, 6 June 2011 (UTC)
