Several stages of quest are bugged. Once you must investigate the disturbance the Stormcloak Breakaway is not hostile and killing won't progress the quest. The Penitus Oculatus agenst won't do anything but stand either. The only way I got past this is with the SetStage commands. There are others who have mentioned this problem too on the internet.
