Harbour Master Petrus Octavius is an Imperial knight who runs the Anvil Bay Port Authority - essentially, he's in charge of the docks in Anvil.

Petrus rises at 6am every morning and eats breakfast, then he goes to work at the Port Authority. On Fredas, he takes a break at noon to attend a meeting at the castle for a couple hours; on Sundas, he goes to church to worship instead. On all days, he goes home to eat lunch at 2pm, then sits down on the balcony to read a book for a few hours before dinner. After dinner, he reads some more before going to bed at 11pm.

Petrus wears a black & burgundy outfit, gold trimmed shoes, a Grand Necklace of Mercantile, and a Grand Ring of Health; he carries a copy of The Book of Daedra, 10 roast chestnuts, a key to his house, and a amount of gold.

Petrus' house is large and well-appointed, located near the Dock Gate. The front door leads to a foyer; doorways from here lead to a pair of sitting rooms on either side. A large dining room and stairway take up the rest of the space on the ground floor. The upper floor has a smaller dining room, a bedroom, and a pair of sitting rooms; a door here leads out to the balcony. A set of stairs leads up to the third floor, which is one large T-shaped room that serves as Petrus' bedroom and study.
