Generic NPC dialogue

A strange thing, my recent change was undone. "Cannibal and imposter" is actually a generic NPC dialogue in general rumors. It is random and can appear for every city ruler. The "cannibal and imposter" thing just misleads people, some even quote UESP as a source for "Arena quest, uncovering the ruler-cannibal". That just needs to be deleted. Just found a list of possible general rumors, inluding

• I do not want to sound paranoid, but I am convinced that our %t has been possessed by the devil.&

• I do not have any proof of this, but you must believe me. I know %t %rf is an imposter. Not only that, %g is a cannibal too.&
