Ignatius Jureilius, an overzealous excise agent for the East Empire Company

Ignatius Jurelius is an official found down by the docks during the East Empire Company quest, Letter of the Law. He has waylaid a Dunmer named Navil Drolnor on a technicality, and company official Aetia Nemesia will send you to deal with the snarl up. Ignatius himself appears to be thoroughly by the book:

"You appear to have stopped me just moments before apprehending this Dunmer without proper documentation for his kwama eggs. According to section three, subsection fifty-five of the Excise Handbook, "All animal products imported into an Imperial jurisdiction must have proper documentation with port of origin if requested by an official.""
