Lady Nilene Devierin of Stormhaven,[2] (also spelled Devieren),[1] was a diplomat of the Daggerfall Covenant, serving High King Emeric as the Royal Envoy to the Reach. She also authored reports to High King Emeric, detailing her activities in the court of Ard Caddach and providing a description of Ard Caddach himself.[1][2]

Little is known of Nilene's past, but it is known that she hailed from the region of Stormhaven.[2] At some point, she was appointed Royal Envoy to the Reach by High King Emeric. She visited the city of Markarth multiple times prior to 2E 582. In the first week of Hearth Fire in 2E 582, she traveled to the capital of the Reachfolk to negotiate with Ard Caddach regarding raids along High Rock's borders. Upon arrival, she learned that before she could present High King Emeric's case to the Despot, she first needed to persuade his chief advisor, Lady Belain, to arrange a meeting.[1]

During her conversation with Lady Belain, which began with the usual pleasantries, Nilene was surprised by the hospitality extended to her, as she wasn't used to such treatment from Reach diplomats. Belain asked about her journey and if she was comfortable in her quarters in Markarth. Nilene then brought up the purpose of her visit, mentioning the intolerable activities of the Bloodthorn Cult in Glenumbra and the Dark Witnesses in Mournoth. She expressed the High King's desire for peace along the borders and frustration over the raids by certain Reachfolk clans and factions, imploring Belain to persuade Ard Caddach to control the unruly groups.[1]

However, Caddach faced constraints. He couldn't project weakness or servitude to Emeric and was hindered by the fractured clan society and the high autonomy of the independent clans, which he did not govern as a liege. Nilene was advised that the Bretons should weaken the factions themselves to increase Caddach's authority in the region. By assisting Ard Caddach, High King Emeric could streamline negotiations with a unified Reach under one ruler rather than dealing with numerous stubborn clans. Supporting Caddach was presented as aligning with High Rock's best interests.[1]

When Nilene eventually met with Caddach, her concerns were dismissed, just as lady Belain predicted. She then wrote a report detailing her activities, and returned to High King Emeric without a satisfactory response.[1] She sent dispatches back to Wayrest summarizing the difficulties in negotiations. However, she later compiled another text, believing it might be useful to Emeric's court to understand the character of the man who rules in the Reach, providing a detailed description of Ard Caddach.[2]
