Bruma

The hardy mountain city of Bruma was one of the few settlements which managed to stay the onslaught of the Thalmor invasion during the Great War. As a result, the city remained mostly undamaged.
The shanty town outside the walls of Bruma houses refugees from the Great War. Unwilling to move on, they have submitted to governance by the Count, although most who live inside the walls do not consider them citizens of their city.

Fighters Guild

When harassed by beasts or bandits, the first port of call for the people of Cyrodiil is the iconic Fighters Guild.
To work as a mercenary of the Imperial Fighters Guild has long been heralded as a noble calling, and those that join are held in great respect throughout the province.
The Fighters Guild, despite being an Imperial institution, is officially politically neutral. Its mercenaries will work for almost anyone and undertake almost any job - if they have the coin with which to pay.
The Fighters Guild is currently divided between two rival divisions - the Colovian and Nibenese Fighters Guild.

The Second Empire was founded in 1E 2703, after the Battle of Pale Pass. Every city in Cyrodiil is ruled by a count on behalf of the Emperor, although in practice, their powers and duties vary according to the traditions of each city. Kvatch is an exception, instead ruled by a council of Burghers.

By ancient tradition, the Elder Council rules Cyrodiil in the Emperor's absence, and is tasked with appointing his successor should he die without an heir.
Membership of the Elder Council is a great privilege, and it is only granted to the most influential and powerful of the Empire's subjects.
Religion
