Chief Inspector Rhanbiq

Chief Inspector Rhanbiq is a Redguard and one of the Chief Inspectors of the Iron Wheel. He is in charge of the investigation hunting down the culprits who stole the dowry of Magnifica Falorah and has been shaking down the local Thieves Guild of Hew's Bane.

He is known to be a stoic and humorless individual, on the other hand he is also considered unbribable and focused on duty.

Rhanbiq: "Surrender, thief! The manor is surrounded. Today the Iron Wheel brings you to justice."
Quen: "What? Who are you?"
Rhanbiq: "Chief Inspector Rhanbiq. We foiled your attempt to steal the Giovessen Skull. Will you also confess to stealing Magnifica Falorah's dowry?"
Quen: "What's a "falorah"?"
Rhanbiq: "She … it doesn't matter. Return the Giovessen Skull and surrender, or face the consequences."
Quen: "No idea what he means. I'll … I'll follow your lead."

At this point you can decide to either surrender or fight your way out. If you decide to surrender, he'll punch you out without comment. If you fight the Iron Wheel, Rhanbiq will disappear into the manor.

The Long Game[edit]

Deep in the Iron Wheel Headquarters, you can listen in on Cosh's meeting with the Chief Inspector.

Cosh: "I can locate Magnifica's Falorah's dowry. I can return it to you within the fortnight."
Chief Inspector Rhanbiq: "And what is your interest in the matter, exactly?"
Cosh: "The Iron Wheel must leave Hew's bane. You're simply bad for business."
Chief Inspector Rhanbiq: "If you recover Magnifica's Falorah's dowry, I can guarantee our return to Taneth."
Cosh: "There is a another minor request … hardly a trifle. Perhaps we can discuss it over drinks?"
Chief Inspector Rhanbiq: "I do not drink."
Cosh: "Then I shall take your share. Come, an office is no place to do business."

Forever Hold Your Peace[edit]

Once Zeira has arrived in the Palace Grounds, Chief Inspector Rhanbiq will present Cosh to the guests, as per Taneth tradition. Zeira will be waiting for Nicolas to reveal himself.

Chief Inspector Rhanbiq "Everyone, I require your attention!"
Zeira: "This is it.—Stay close—let's see if Nicolas makes an appearance."
Chief Inspector Rhanbiq "It's an honor and a privilege to introduce our host for the evening. May I present the impending husband of Magnifica Falorah … Lord Cosh!"
Zeira: "That's Nicolas!"
Cosh: "Please, eat and drink your fill! Soon, I shall speak to you not as a humble merchant, but as a noble of Taneth!"
Zeira: "Nicolas is Cosh?"

After you and your date arrive, Rhanbiq will begin to officiate the ceremony.

Chief Inspector Rhanbiq: "Today, Lord Cosh of Abah's Landing joins with Magnifica Falorah, the Jewel of Taneth."
Chief Inspector Rhanbiq: "It is my honor, as a duly appointed officer of the Iron Wheel, to officiate their union."
"What is this? Guards!"—Rhaniq deals with wedding crashers

Zeira will then rush in to stop the ceremony, followed closely by Falorah.

Zeira: "Stop! There is no honor in this union!"
Chief Inspector Rhanbiq: "What is this? Guards!"
Cosh: "Zeira? You're alive? I … that is … what is the meaning of this?"
Magnifica Falorah: "More importantly, why do you have the desecrated remains of my ancestor?"
Cosh: "There must be some mistake!"
Magnifica Falorah: "Chief Inspector Rhanbiq, take everyone into custody. I want this mess sorted."
Chief Inspector Rhanbiq: "Iron Wheel, secure all exits! None shall leave the palace grounds. Question everyone here. Be thorough!"
Cosh: "Falorah, my darling—I've been framed! I implore you to reconsider."
Zeira: "Give it a rest, Nicolas. Whining doesn't suit you."
Chief Inspector Rhanbiq: "Quiet, thief! You'll have enough time to bicker from inside your cell. Take them away!"

While you escape the palace, Chief Inspector Rhanbiq will have both Nicolas and Zeira imprisoned.

Prison Break[edit]

Chief Inspector Rhanbiq can be encountered on the ship where Zeira is being held, he will be talking to her once you enter the hold.

Chief Inspector Rhanbiq: "You'll be charged with desecrating al-Danobia Tomb—a capital offense. Cooperate, and I'll argue leniency."

He will then notice you.

Chief Inspector Rhanbiq: "And what are you doing here?"

You can then speak with him, Rhanbiq's responses to you differ depending on whether you surrendered during the Skull Heist.

"The thief from … Fulstrom Homestead, wasn't it? Why are you here?"
Zeira isn't going to Taneth.
"So you say to an unarmed man. You seem to have the upper hand. For the moment.
This won't stop—the Iron Wheel shall not stop—until there is a trial. Desecrating a family tomb? Every noble in Taneth wants to see justice served."
Taneth can have Nicolas.
"You mean Cosh? He insists he was duped by the Thieves Guild. His story doesn't completely add up, but Zeira has not spoken since her arrival.
Without proof, his story is the most convincing."
Magnifica Falorah has proof—the journal Nicolas used to plan the dowry heist.
"I once gave you a chance to surrender, to which you were … somewhat amenable.
So I say, surrender yourself to the Iron Wheel. You will be treated fairly until I can determine exactly who will be tried in Taneth."
(If you surrendered)

Otherwise:

"Dowry heist?" You name your crimes?
I once gave you a chance to surrender. Instead, you attacked my men and fled with a valuable relic. I'm not inclined to take you at your word."
(If you did not surrender)
I don't care what you think.
[Lie] Please … take a moment … let's be reasonable … discuss this … like adults.
At least I have your full attention.

While you were talking, Velsa will have snuck behind him.[verification needed — confirmed for I don't care…, others?]

Quen: "Chief Inspector Rhanbiq!"
Chief Inspector Rhanbiq: "The other thief? Surrender, all of you! The Iron Wheel is relentless. We serve a higher calling than gold or riches."
<Velsa will hit him from behind.>
Velsa: "What? He seemed the type to talk all day."
Quen: "You aren't the only prisoner we freed. They're on shore and itching to come back to the Thieves Guild."
Velsa: "Yes, yes. A charming reunion. Open the cage so we can go."

Rhanbiq as the Desert Falcon

While tracking down Nicolas, you will be given the lead about someone known as the "Desert Falcon", who is also looking for him. Once you encounter the Falcon in one of the inns across Tamriel, you will discover that he is none other than Chief Inspector Rhanbiq. Except, he was stripped of that title and had to resign from the Iron Wheel in the aftermath and Rhanbiq is not pleased to see you.

"You are the last person I expected to see. Did you come to gloat? To tell me my search for Nicolas will end in failure?
And how did you learn I was the Desert Falcon?"
Chief Inspector Rhanbiq? You're the Desert Falcon?
"I'm no longer chief inspector of anything. After your guild escaped No Shira Citadel, I had no choice but to resign from the Iron Wheel.
The journal was a nice touch. I'd hoped it would seal the fate of Nicolas at his trial. But a storm did that. Allegedly."
Why are you looking for Nicolas?
"You don't get that from me. You couldn't follow simple instructions to put down a sparkling trinket. How I can I possibly trust you?" (If you failed to hand the Skull over in Fulstrom.)

If you did surrender in Fulstrom you won't have to persuade him to give you his key:

"Why does it matter to you? Some sort of vendetta on Zeira's behalf?
No, don't tell me. I don't want to know."
We both have an interest in seeing Nicolas face justice.
[Persuade] The Iron Wheel killed many good people. Is their blood on your hands, or is it on Nicolas?
"We thought Abah's Landing was full of bandits! The merchant lords pointed us in your guild's direction. When I realized they used us to settle old debts, I withdrew the Iron Wheel to No Shira Citadel.
You think me heartless? That I don't regret our methods?"
If you want to set things right, tell me what you know about Nicolas.
"All right, you win again.
Here, this key opens my strongbox. You're welcome to the contents."
Do the contents tell me where he is?

Thanks for the help.
"I'm not helping you, I'm ending my involvement.
I'm done with his case. There's neither profit nor honor in its resolution."
Tell me what you know. Why do you care what happens to him?
"I want him to see justice. You think you can accomplish that?
Abah's Landing stains my reputation, but I shall not let you stain my honor. Leave now. If I see you anywhere near my things, I won't hesitate to call the Guard."

If you try talking to him after falling to convince him.

"You'll get no help from me. Begone. I will finish my drink in peace.
And stay away from my things."

However, if you did manage to convince him, Rhanbiq will instead say:

"You'll find my notes in the strongbox. Go on, then. Let me finish my drink in peace."

Speaking to him after looting the strongbox:

"A sad day when thieves wish to mete out justice on one of their own.
It never ends well, you know."
