Tamriel Rebuilt (commonly abbreviated as TR) is the largest collaborative fan-based modding project for the Elder Scrolls series, with the goal of creating the mainland of Morrowind. This project has existed since before Morrowind's release, though the leadership and members have changed many times since then. A complementary collection of province mods, Project Tamriel, shares assets with Tamriel Rebuilt through Tamriel_Data, and they are meant to complement each other.

Tamriel Rebuilt currently covers all of northeastern Morrowind and much of the east-central part of the province, with the latest release adding Old Ebonheart and its surroundings. The next release will complete much of the remaining Aanthirin region south and west of Old Ebonheart.

Both Tribunal and Bloodmoon are required to play this mod.


Tamriel Rebuilt is a group collaboration, a project which has involved over 200 modders and contributors over the years. Tamriel Rebuilt was founded in 2002 by a gaming enthusiast under the alias 'Ender', before Morrowind was even released. Prior to 2010, Tamriel Rebuilt was billed to divide the mainland of Morrowind into six distinct maps, all of which were to be developed separately and sequentially. Due to a reorganization in 2009, the number of maps was increased to eight, to increase productivity and general public accessibility. After further reorganization in 2014, the TR team had again changed the project's release structure, focusing on releasing playable areas as they're finished rather than the eight major planned "releases". The project's vision had also undergone a change, and now plans to eventually integrate itself with vanilla content.

Maps that have been released to the public include Map 1 (Telvannis, released 23 September 2006), Map 2 (Antediluvian Secrets, released 30 November 2008), and Map 3 (Sacred East, released 6 June 2012). Both Telvannis and Antediluvian Secrets cover the regions ruled by House Telvanni, while Sacred East is centered around cities of House Indoril and the city of Necrom. Releases after Sacred East were no longer labeled as maps, but by a Year.Month version number, starting with 14.08 (August 2014). Versions between the last update to Sacred East and 18.07 did not officially release any new landmass, but continued work on preview areas, integrated the travel network with Vvardenfell through TR_Travels (15.12), moved assets to Tamriel_Data (16.09), and integrated factions with Vvardenfell's through TR_Factions (17.09).

The 18.07 release (31 July 2018), termed Old Ebonheart, was focused around the Imperial city of Old Ebonheart in northeastern Aanthirin, a region directly south of Vvardenfell. The current release is 18.09, a bug fix release for 18.07.

The next major release is expected to be named Aanthirin and include most of the remaining area for that region, notably the settlements of Almas Thirr and Roa Dyr. Landmass releases after this will continue west and south, starting with Dominion of Dust to add much of the Ascadian Bluffs, Roth Roryn, and Armun Ashlands regions.

Organization Process


Historically, Tamriel Rebuilt progressed the creation of TR_Mainland.esm 'in stages', a term which essentially translates that one area of modding must be completed before work can begin on another. The order of progression typically starts off with heavy planning, which includes forming details for important NPCs, questlines, locations, and overall concepts. Then it leads into worldspace creation, with exteriors constructed to cater for interior design. Once the worldspace has been created, inhabitants including both NPCs and creatures are included, and then accompanying dialogue, and later quests. Only when a region was fully finished was it added to the game file.

While the internal workflow is unchanged, Tamriel Rebuilt first included the unfinished, in-progress parts of the mainland in a separate TR_Preview.esp plugin, then later switched to a quarterly (now biyearly) release cycle. This way, the long periods of Tamriel Rebuilt's apparent inactivity have ceased, and modders can watch changes to the development happen sooner and more often.


Files for Tamriel Rebuilt are organized into individual assets, claims, and release files.

Assets are the building blocks of the game world, including Writing, Audio, and Models. An asset is either proposed by a member or requested by a lead developer. Once an asset has been created, it undergoes a Reviewing process. Should it be accepted, it will either be turned into a claim (such as in the case of quest designs), or flagged for merging into a temporary add-on to Tamriel_Data, which itself is merged into the main Tamriel_Data files when there is a major release.

Claims are individual playable aspects of the mod, which make use of all created assets: Exteriors, Interiors, and Quests. Once a claim has been fulfilled by a developer, it undergoes a similar Reviewing process. Designated users thoroughly examine every aspect and detail added by the claim, deciding if it fits the impeccable criteria required to be merged into the mod and eventually released to the public. Lead developers must then confirm the claim, although if the standard is not adequate the claim can be rejected and returned to the original developer for a redesign.

Release files include TR_Mainland and various section files that together form the latest TR_Preview. Section files are checked out by senior developers and most work involves merging completed claims so that a connected game world is formed. Upon release, one or more sections are merged into TR_Mainland and the others merged together into a new TR_Preview.


Tamriel Rebuilt's website is also divided into Development (containing the Asset and Claims browsers, Bugtracker, and Release Files) and Community (containing the Forum, Discord, and IRC links) and access is restricted to certain members of the project. Guests can view all forums, claims, and assets. Members can comment on each of them and ask for the assignment of assets, and developers can ask for assignment on claims and assign themselves to assets. Lead developers regulate asset and claim assignment, and control the implementation of the planning.

Planning and general meetings are held on Sundays every other week in TR's Discord server in a dedicated meeting channel. All meetings are open to the public and everyone is welcome to join and contribute.


Tamriel Rebuilt consists of a main file and several optional plugins for content that is either incomplete or affects Vvardenfell.

The main file, which adds all officially released lands and quests. Note that required assets are contained in Tamriel_Data, a separate mod.
Includes any unreleased lands and quests. Content may lack quests, new dialogue, NPCs, interiors, or exteriors, though a basic heightmap covers most of the future landmass where exterior development has not begun.
Connects Vvardenfell's travel network with the mainland's by adding new connections and rerouting others when the limit of four connections makes new connections impossible. For more information, see the Transport page.
Slows down advancement in some factions to accommodate for Tamriel Rebuilt's new quests, changes dialogue to reference the mainland, adds faction reactions to new factions, and requires you to convince more councilors for the Hortator quests (only Telvanni for now). Includes three new battle tracks and seven new exploration tracks that may play anywhere in the game.
