Quest is stuck? or am I missing something?

I am at a point where the prompt for this quest is, "Examine Ayleid Warlord." There is a marker on the map just to the west of Marbruk, but nothing shows on my compass. Moving around I triangulate that the point is on top of a mountain that makes up part of the western wall of the city, pretty much in line with the back of the Queen's Residence.

The mountaintop has lightning and audio of a storm, but I can't find a way up there. I have emailed help @ESO English Support but I only got back a useless canned response to restart, repair, etc. I repair daily so it's certainly not that.

How do I get up there? TIA

That sounds like a bug with the map marker. As far as I am aware, this quest takes place entirely within Rulanyil's Fall and doesn't go to Marbruk at all. --Enodoc (talk) 11:13, 19 August 2016 (UTC)
