As you approach the settlement, you'll find a number of injured Argonians. When you approach her:

"It hurts so much…."

Her and her friends have been fending off hoarvors and stranglers for some time. She will send you to her village's tree-minder to see what's the cause of the attacks:

"Can't keep fighting. We need help. Our village … is under attack."
Who's attacking you?
"The swamp. My friends and I were scavenging as we always do when the hoarvors and stranglers went mad.
There are dangers in the swamp, yes, but we've been dealing with them since we were hatchlings. Something is wrong."
What do you think it is?
"I don't know, but Tree-Minder Nexith might. He's been in Xal Ithix as long as I can remember. If anyone knows what's wrong with the swamp, he will.
Look for the tree-minder in his hut. He's usually there, consulting with the elders or communing with the Hist."
I'll find the tree-minder and talk to him.

After agreeing to help, you can ask questions about the creatures attacking the village:

"The sooner you talk to the Tree-Minder, the better. I'm not sure how much longer we can keep these creatures out of the village."
What's attacking your village?
"The swamp itself has turned against us! It's the hoarvor. They usually feed on small mammals. Clutches have been known to swarm sickly wamasu.
But nothing like this."
What's different about them?
"They're much larger than normal and more powerful. In days past, if a rotgorge did attack an unwary scavenger, all she'd have to do to break its hold was smack it on the shell with a stick.
Now, the things cling until you kill them. They're mad."

After the quest:

"Thanks for helping clear out that mystic pollution.
We're back to normal. Just the usual filth from upstream."
